The admin notice is dismissible. A new theme mod (deprecation_notice_dismissed) is set when the admin notice is dismissed, ensuring that it doesn't show up more than once.
Note: This admin notice will display on all of the child themes for Primer, so additional PRs for admin notices for those themes are not necessary.
