• updated runtimes:
  • node -> 20.x
  • go -> 1.22
  • python -> 3.12
• test_client.sh: now sleeps for up to 30s after starting server
• node sample client: regenerated package-lock.json for version 3
• upgrade grpcio[-tools] to latest 1.65.1 (python server sample and xlang client)
