I think a custom shutdown/restart message should be completely custom.

The shutdown/restart reason is entirely optional and you can already give it a reason. The server will then send the following message to the players: Server is restarting - your reason here.

Removing Server is restarting would make it confusing as to the reason you were disconnected. It would not be wise to remove this prefix. However, the dash should only be shown if there is any extra reason.
