Update to Godot 3.2.3 #92

This PR updates this project to Godot 3.2.3, which involves using the new .csproj format for C#. This means that for C# the repo is now incompatible with Godot 3.2.2 or earlier, and 3.2.3 is required.

So I guess we need to make a dedicated tag for the repo's state as 3.2.2 before merging this then. Appreciate the heads-up. Once #83 is merged, I'll create a fresh tag and then merge this.
