Re-evaluate the scan ability #55

There's a strong disincentive to use the protagonist's "scan" ability because it triggers NPCs to start shooting.

Think about if there's another way to handle this.

maybe ghosts and sinners should always shoot?
maybe scanning should be outside the player's control (move it to surveillance cameras in the scene)
maybe there's more locked doors, so you can't proceed unless you scan and "arrest" a few NPCs
some other approach?
