Rearrange official and user communities with some grouping #732

So the order on this page is pretty random right now, with no easy way to distinguish communities supported by the project itself from communities which are entirely user-moderated.

I tried to organize everything better, splitting the list into 4 groups: official communities, official social networks, user-supported communities, and communities for contributors. The first group contains Q&A, Discord, Reddit, and Facebook. Then go Twitter, Mastodon, and YouTube. User communities are Forums, a link to the user groups page, community tutorials, and the Matrix server. Finally, contributors chat and GitHub are for maintainers.

IRC is removed, because it's currently unmaintained. Steam community is removed as well, since it's mostly relevant to people who are already on Steam.

The grouping and the order should provide a bit of guidance for visitors of the page, and help with identifying official platforms from unofficial but endorsed ones. The link to the events page remains around the top because it's independently important and doesn't really fit elsewhere.

Also updates Matrix as its current domain is unmaintained, which closes https://github.com/godotengine/godot-website/issues/705.

The Facebook group is a user community like Reddit or Discord. It's also a lot more active than the Steam forums. So the current grouping doesn't seem to be the right fit.

Also removes Matrix as its domain is unmaintained, closing https://github.com/godotengine/godot-website/issues/705.

I would also remove IRC, it's also unmaintained.

Okay, removed IRC, removed Steam as well. Restored Matrix but updated the URL to avoid using the free-for-grabs domain.
