Sync Maintenance links to Community page #777

Removed Q&A link and changed it to the new forum link.

I hijacked this PR to do further changes to the Maintenance page, syncing its contents with the Community page. So I removed IRC and Steam, and added the Godot Contributors Chat and the docs.
