Release Godot 4.1.4 RC1 and Godot 4.2.2 RC1, and publish release notes #789

A new format, may be a bit awkward 😳

I think I could've done it better. With some adjustments to the intro section, I could've made one big section about one release and one about another, so highlights and downloads are next to each other. Downloads feel messy to me, personally, but otherwise I think it's okay.

But we'll see, I guess, and we'll make separate articles for the stable announcement.
