As discussed, this would mean we create Volunteer roles for all. I am assigning this to the alpha launch milestone. Will tackle tomorrow. @harigopal Note.

@ajaleelp This can be done by creating the Fellow, Coach, and Volunteer entries for a user (assuming user is an NFP), and linking each to the role above it so that the user can self-approve donations.

Marking this as stale because I'm not sure this is the exact implementation that's required. As of right now, a high-level user can create a (one-level) lower user type by supplying his / her own details.
