add rebar3_rust to hex.pm ? #5

is there any reason to not put the plugin in hex?

Just project maturity. I haven't had a lot of opportunity to actually use this myself, and I haven't had reports from others using it (well, except you today ;). If you think it is ready I'll get it published.
