gkill not killing Tasks #425

What steps will reproduce the problem?
1. start a new session with `gcelljunction` on Hobbes
2. when tasks turn to RUNNING, stop the `gcelljunction` script
3. kill a task with `gkill`
4. run `gcelljunction` again and see that the task is still in RUNNING state

What is the expected output? What do you see instead?

Expect job would transition from RUNNING to TERMINATED.

`gession abort` does not work, either!
