fix(repo): upgrade and fix continuous integration #269

I have implemented pnpm ci.format-sort and performed all the formatting changes in the repo necessary to pass:

I implemented ci.lint but have left it disabled for now since we will need to get rid of any usage or make the worst-case scenario sacrifice of doing a biome ignore if any is necessary.
