Acoustic treatment is hard.
We'll probably need a combination of sound absorption material along with deadening. Fan noise is typically in the kHz range, so about 2" of fiberglass insulation should be enough for absorption. Rockwool is a cheap and common choice to be glued against the wall and covered by fabric.
