Add Apache 2.0 and MIT license copies. #33

Cargo.toml states that plex is licensed under MIT or Apache 2.0, although copies of the respective licenses don't seem to be checked in. This adds copies of the respective licenses, w/ an imputed copyright line for the MIT license.
