Automated bug report template file to be filled by users when one bug occurs, and to be sent to the dev mailing list.

After gf2 meeting: create a gf2-bugs mailing list for this purpose, to keep the developer mailing list clean.

I think it is better to send it on the developer mailing list which will be indexed, rather creating a new mailing list which may not be indexed...

When looking at the current activity on the list, and the number of people registered on developers, I think it's ok to keep it on the developers mailing list (as it is done for VTK)

@NicolasRannou: I am not sure yet if I will have time to complete this before Friday. Can you have a look, please?

@arnaudgelas: yes no problem. The email body should be filled with the template, and the email should be sent to the developer mailing list. Anything else? My only concern is that the user might have to suscribe to the mailing list. I'll check at the same time.

The file should be installed in an appropriate folder (to be determined, most probably in /share etc...). If you have a look at my last commit on the branch, you'll see that I have started working on it. I think there's not much left to do (?)
