This error was given to me while running: sudo ./BuildRaspbianVc4.py on a Raspbian Jessie lite image. Any clue what package is missing?

At what step does this occur?

In the buildXServer() function.

Thanks @Nickalus for the report and narrowing it down. I'll test this tomorrow.

Looks like it can be fixed by installing xfonts-utils. That solved my issue. I suppose this can be closed for the time being
