add harbor arm base image build step #27

add step to build base image because there isn't base image in DOCKERHUB.

When you build the harbor arm image locally, the base image is built when each component is built

there is no nedd to build base, close this pr because the new pr https://github.com/goharbor/harbor-arm/pull/39 has do same thing.
