feat add statictic command #173

Add CLI and API commands to retrieve and display Harbor statistics.

Command: harbor statistic : Get statistics about Harbor projects and repositories

@mahbub570 Thank you for your efforts. I noticed that I had already implemented a similar statistic command #93 a couple of months ago.

Before opening new pull requests, I recommend checking the existing ones to ensure there's no overlap and to avoid redundant work.
