Add the possibility to specify ip in docker-compose for the nginx-proxy #11989

Is your feature request related to a problem? Please describe. In my setup I can't bind 80 and 443 ports on all interfaces and i need to specify a specific ip to bind the container port

Describe the solution you'd like add "ip" option inside http and https sections and add a "notary" section (in which we can use the ip option) in harbor.yaml file
