Support configure number of workers for scheduled scan all #19783

Is your feature request related to a problem? Please describe. We would like to configure the desired number of workers for the scheduled vulnerability scan so we don't block other processes during the scanning.

Describe the solution you'd like Have a parameter to define the number of workers to be used during the vulnerability scan.

Additional context On large scenarios with hundreds of thousands of images, the vulnerability scan could take so long blocking all the available workers and potentially impacting the service's overall performance.
