Added a small python project (QR code scanner) using open cv

Hi, I am not sure about the content of the Jupyter Notebook as it contains a lot of HTML as well, and I couldn't run it after running it through few methods. Thus, can you explain how do I go about running the notebook? If this is a mistake, please close this PR and open another one with the corrected notebook.
