Cancel and Privacy Policy "arrow" buttons not in the keyboard loop in Mac reporter app #351

What steps will reproduce the problem?
1. Enable Full Keyboard Access (tabbing to all controls), with Ctrl-(fn)-F7
or in the Keyboard & Mouse System Preferences
2. Crash something that uses the Breakpad.framework (e.g. Camino 2.0.1rc1)
3. Try to tab to Cancel or the little arrow graphic button that represents
"show me the privacy policy"

The keyboard loop consists entirely of the comments field, email field, and
the Send button.
