Enhance Documentation with Multilingual README and Comprehensive FAQ.MD file

Hi Hugo team,

I propose to enhance Hugo's documentation by introducing multilingual README translations (Spanish, Italian, Portuguese) and adding a comprehensive multilanguage FAQ file linked to the main README. I have been working on this on my own fork of the main repo. These enhancements aim to make the project more accessible and user-friendly, fostering a more inclusive and diverse community.

Multilingual README Translations:

• Languages: Spanish, Italian, Portuguese
• Purpose: Enable non-English speakers to understand and contribute
• Value: Broaden project reach, encouraging diverse contributions

Comprehensive Multilanguage FAQ.md file:

• Content: Frequently asked questions and answers
• File: Create FAQ.md
• Integration: Link FAQ in README.md
• Value: Quick access to common troubleshooting information

My take on this...

1. The Hugo project doesn't have trusted resources to create, maintain, or review multilingual documentation, including README files.
2. We have a FAQ page here. Changes to that page should be submitted to the documentation repository.
