Missing tar.gz for arm64 for "withdeploy" release #13029

What version of Hugo are you using (hugo version)?

$ hugo version: 0.138.0

Does this issue reproduce with the latest release?

Yes. The current release doesn't include an arm64 build for "withdeploy":

hugo-arm64-build-missing
