Bump lib to es2023 per https://github.com/tsconfig/bases/blob/main/bases/node22.json
Change module to esnext
Change moduleResolution to bundler

I verified that pnpm run build output was correct.

@ArrayKnight @belsrc forgot to note, but I will be doing a follow on PR to this to update our package.json exports field ever so slightly. In that PR i'll create the changeset.
