Provides the ComposableTransform component and accompanying system, as well as Noisy and Oscillate to demonstrate its use.

I'd also like to add a Spin component when I have a chance.

This was a first attempt at a plugin, but now that I've had more experience with HECS, I don't think it belongs in the core repo. Closing, unless you'd like to resurrect it.
