Do goangular has Offline First architecture?

Not yet :) GoAngular is built on GoInstant, and I know it's on the GoInstant road-map, as soon as it's available, we'll be adding it to GoAngular too!

It would be nice if a pure Angular skeleton / seed project could be provided.

Hey we could look at adding a yeoman generator, is that what you had in mind?

something like that. the sample todos app seems not enough to see what goinstant has to offer (authentication, etc).
