Revise the new project popup

• Revise the design, small tweaks (see design)
• Removed the top text "New Project"
• Ignore that my design is missing the calendar icons. We still want those. Don't remove.
• No error messages are displayed upon hitting “Save”. If required fields are missing, we should display error messages.
• If Budget input field is not functional, comment out for now so it’s not visible.
• Consistent size height inputs for all fields client down. Let’s use the height size of “Client” for the ones below (budget, hours, start date, end date).
• Hours label changes to Target Hours... it's a start at providing a hint of what type of hours this is.
• Redesign the view since People will not be included for now.

And make the Edit Project popup be a mirror of the new project popup. Attached is the current edit project popup... let's replace this with the new project popup design

"unconfirmed" = does that go away from this dialog?

Correct. Ignore that second screenshot. Just use the first one.

We're scrapping the unconfirmed/confirmed from the project level as we're using proposed/plan on a per person basis for the project. This change is also reflected in a project dropdown in another issue.
