Pretty much self-explanatory. Should affects default-settings.

Hmm, it seems that these keyboard layouts only show up in en_US locale, not in vi_VN.

On second thought. I reject this idea. For vi_VN locale, there is just one en_US keyboard. Now if we add en_US:dvorak, there will appear a keyboard layout indicator on wingpanel which takes 2 indicator places. That's costly, considering this wingpanel bug: https://bugs.launchpad.net/wingpanel/+bug/1196078
