API Naming wrappers for ESP IDF SDK

Create Wrappers around existing functions of following components for ESP IDF

• [x] Persistent logs
• [ ] Device health
• [ ] MQTT OTA

Naming conventions -

• golain prefix before the functions that we want user to use.
• Functions for our internal use will have no such prefix.

Done with the persistent logs API naming, but having a few problems with the example folder because of CMakeLists.txt
