Updated Dep installation for Windows #2239

( go.equinox.io ) link is dead, doesn't go anywhere.

What does this do / why do we need it?

This allows anyone to successfully install Go dep, I think people who would have been suffering like me would need this.

Gives users a new installation method that works.

Dep was officially deprecated earlier this year, and the proposal to archive this repository was accepted. As such, I'm closing outstanding issues before archiving the repository. For any further comments, please use the proposal thread on the Go issue tracker. Thanks!
