x/build: build infrastructure credentials should be recycled #37831

After migrating all of the build infrastructure secrets into a secret management system #37171, we should recycle all of the secrets.

The MacStadium credentials have been recycled.

The Scaleway credentials were recycled on June 22, 2020.
