add "gaby summarize" functionality and page #42

Add a new page (similar to the search page), which allows the user to input an issue URL and get a Gemini-generated summary of that issue and all of its comments so far.

Remaining tasks:

[ ] add support for GH discussions
[ ] summarize after a certain time point

Can we expand this to the github discussion too?

Yes, definitely.

Also we should add a feature to summarize the comments since a certain time (feature request from @cherrymui).
