Allow setting various properties of the current "tool". Properties could be:

- Tool type -- brush, pencil(only one dot at a time), fill(maybe too 
computationally intensive), pipe, line, drag, eraser
- Shape -- circle, square, diamond
- Tool size (also on the main screen)

This would also allow drag to be a separate tool rather than an element

Issue 53 should be part of this -- the option to draw over existing particles, 
vs. draw in empty space only.
