Add missing unit tests for common.helpers

Following helpers from common.helpers are not tested at all, so it would be easiest to unit test them:

is_base64
get_field_from_message - flow when message contains FrozenDict or nested message with task_id
deserialize_message - flow with catching MessageError.
get_storage_scene_file_path
upload_file_to_storage_cluster

1) is_base64 - seems to be a dead code - I couldn't find any usages
