What:

Provider can choose that he accepts only certified Requestors
Use mechanisms for Outbound partnership certificates scenario by creating new rules for Provider
Consider if new permission type is necessary
~Create specification of new mechanism~
Certificate can be downloaded from https://ca.golem.network/cert/scalepoint.signed.json

Scenario:

Scalepoint creates his root certificate which will be distributes among GamerHash Providers
Each Requestor's yagna id which belong to scalepoint will be signed and node.json will be attached to Offer
Provider adds rule for accepting only Requestors that has signed NodeId by scalepoint certificate
