Increase mbedTLS maximum content length due to huge certificate transfered by server during DTLS session.

Increase mbedTLS heap size to 32kB, as it was observed (with mbedtls heap shell command) that the peak usage was 25736 bytes.

Put coap.golioth.dev root CA in the repo for convenience.
