cert-auth: support for coap.golioth.{io,dev} #332

Add Let's Encrypt ISRG Root X1 root CA certificate, which is used to verify coap.golioth.{io,dev} certificate. Adjust configuration options to match handshake needs. Document how to use samples/hello/ with certificate based authentication.
