As opposed to point to an existing one, enable a local cache.

This is outside of the core focus of the munki tools, which are _client_ based. 
 A local apple software update mirror would be something you ran on a _server_.

This is certainly possible, and something satisfying this need/request might be 
available, but not as part of the munki tools.
