Purpose of code changes on this branch:
 Allowing users to specify packages to block in ManagedInstalls.plist, so they're not installed/updated.

We first started using this locally in early November 2010, but forgot to 
upstream it, accidentally overwrote the change when syncing from SVN later, and 
our users started complaining.  Our primary use for this is for Flash 
developers to block the flashplugin updates (since they use a debug/dev 
version), but we have a few other examples.  We also do reporting on 
UserSettings, to make sure people aren't being malicious :)

After the review, I'll merge this branch into:
/trunk
