OpenBSD Image doesn't boot on DigitalOcean Droplet #9

The provided OpenBSD 7.4 image in qcow2 format, as is, when added as a custom image on DigitalOcean to be installed on a droplet, doesn't boot. It gets stuck on "Booting from Hard Disk", whereas the official OpenBSD image boots properly.

I am an absolute beginner when it comes to Terraform and the Cloud and I'm a bit confused about the issue and seeking for assistance.

Note: I'm using 7.4 instead of 7.5 because I need 7.4 for my project.

both 7.4, and 7.5 should be similar, do you know if DigitalOcean gives a way to see the serial console?
