Add when arg for obsolete variable aliases #51

Recently the "when" argument to for define-obsolete-*-alias and make-obsolete-variable was made mandatory: https://github.com/emacs-mirror/emacs/commit/32c6732d16385f242b1109517f25e9aefd6caa5c

Dimmer will fail to load on Emacs master as of 2021-01-03 without it. This pull adds the "when" info where appropriate.
