Fix ReadMe #220

In fact, python3.x is required: https://github.com/gongminmin/KlayGE/blob/98f74fc150fe1e0d8a63f6b9973ecc3a374bbf46/azure-pipelines.yml#L211-L215

And the build script file name is Build.py, not build_all.py.
