What steps will reproduce the problem?

1. go to http://jsfiddle.net/ey9o36ze/2/ with Chrome/Firefox vs IE
2. see Noto Sans Han rendered outside of red background, while YaHei font stays
within background

Microsoft's history of treating CFF-based fonts as second-class citizens, in
terms of functionality in their OSes and apps, along with your demonstration
that two leading (and cross-platform) browsers are doing the right thing,
clearly points to an app issue, not a font issue.

I think it's more like a font issue.
If it really is a Microsoft issue, then explain why it looks like this on
Android (when used as system font)
