Single quotation mark in "Noto Sans CJK TC"

I advise the quotation marks including
‘(U+2018) ’(U+2019) “(U+201C) ”(U+201D)
using normal width same in English instead of the full width. 

Those quotation marks are not used in Traditional Chinese.
Moreover, there will exist some anomaly space if they has full width.
(See the attached file, compare with Arial) 

Taiwan use some English sentences in a Chinese articles frequently.
I think avoid those anomaly space is the best setting.
