Not Supporting Some Slang Chinese Characters Used By Hong Kong People #181

What steps will reproduce the problem?
1. Any occurrence of those characters when browsing or reading
2. when inputting those characters such as 

What is the expected output? What do you see instead?
The regular chinese font normally will show all chinese character .

What version of the product are you using? On what operating system?
- NotoSansCJKtc-Medium.otf downloaded on 22-Oct-2014
- Windows 7

Please provide any additional information below.
- since those characters are not supported, a box is shown instead.

Would you please include an image of the characters you see? The character you 
have included is a private use character (U+ECD8).

This particular character is supported by Noto Sans CJK (and therefore Source 
Han Sans), but via its genuine CJK Unified Ideograph code point, U+55BA (喺). 
The PUA code points that correspond to Hong Kong SCS, all of which have genuine 
CJK Unified Ideograph code points, are not supported.
