Include a setup.py

What steps will reproduce the problem?
1. Run a python script that has 'import nototools' and it won't work

What is the expected output? What do you see instead?
2. I expect to be able to install the nototools in the usual way, `python 
setup.py install`, so that they can be imported from other scripts

Please provide any additional information below.
3. A provisional setup.py is attached to this issue
