We got internal feedback saying that the current alignment of standalone Hangul 
letters are not wanted. 

the alignment of standalone jamo in Noto Sans CJK is different from other 
Korean fonts, e.g., LG Smart Gothic, Nanum Gothic and AppleGothic (on Mac) here 
and there.

Vertical centering is wanted by reporter, but I am not sure whether the 
designer has rationale/preference to the current positioning

Please present this to the designers. We want to get their opinions and make a 
decision on it.

After consulting with Sandoll's designer, I will mechanically center the glyphs 
for the Compatibility Jamo (U+3131 through U+3163 and U+3165 through U+318E) 
along the Y-axis for the Version 1.002 update.

The most pronounced changes will be to the glyphs for U+315C (ㅜ), U+3160 
(ㅠ), and U+3161 (ㅡ), but there will be more subtle Y-axis placement changes 
to other glyphs. See the attached before/after image for the ExtraLight/Thin 
weight.
