spacing issues of Meetei Mayek #318

We got the feedback on spacing from an expert:

        I think the spacing could be improved.

        The Noto Sans Meetei Mayek characters are open and
        the current 'word spacing' appears a little tight.
        I would prefer a slight increase in its 'width'.

        Apart from this, there are a few glyphs that requires
        spacing revision. For instance, the right side of
        the vowel sign 'ikar' need to reduce spacing,
        similarly, Ha, Ee, Ra, requires revision.

        These are some of the observation. Please take a
        look at the pdf attached (word-space is in colored
        grey and Yellow for other spacing)
