This PR:

splits meter interface definition and implementation into separate packages
decouples implementation from meter package
implements self-registration of meters
adds producer metadata (description and connection type)
adds rs485 and tcp connection type primitives
make connection types clearer in the online help

With these changes future meter types can be added by only adding the meter implementation without touching any other parts of the code.
